DR. LEAH ESTHER LAX, PH.D.

CEO

Dr. Lax leads agency initiatives and directs CARES services and programs. Under her tenure, CARES has provided OPWDD and Mental Health clinical services as well as HCBS program for children, adolescents, and adults with Intellectual/ Developmental disabilities, emotional issues, short term and/or chronic mental health conditions. She has developed programs to train parents and community members to support families of children with significant issues living with their families and communities.

As a Vice President at Chase and a commercial banker for 16 years, Ms. Statfeld brings extensive financial skill and expertise to her position as CFO of CARES. Her patent in capacity management and staffing places her in good stead to supervise all aspects of cost accounting for CARES comprehensive programming. Ms. Statfeld  directs a team and oversees the departments engaged in CARES’ fiscal, billing and claiming operations. She also participates in grant acquisition and works with many foundations to secure funding for needy clients from diverse populations served by CARES programs.

DIRECTOR OF ADULT SERVICES AND DIRECTOR OF FACILITY MANAGEMENT

Mark Statfeld is the Director of Adult Services and Director of Facility Management at CARES.  Mark established and directs the Day Habilitation and site-based respite programs. He joined CARES with an extensive background in operations, administration, and marketing and a degree in Business administration. He brings his passion as an active advocate to seek, develop and enhance opportunities for children and adults with intellectual and developmental disabilities to be active participants in all aspects of community life.

COMPLIANCE DIRECTOR

Larry Miller oversees agency compliance with NYS Department of Health, OPWDD, OMH, Early Intervention, HCBS, and the Children’s Health Home Program. He oversees investigation and response to incidents for all agency departments, trainings, and oversight. Mr. Miller initiated the development of CARES’ Care Management and Health Home Programs. He works closely with all departments of the agency in different capacities, including the development of policy and procedure, overseeing audits, and developing corrective action plans. In addition, Mr. Miller is the lead member of several agency and health home committees, including, Quality Assurance, Policy and Procedure, and the Clinical Advisory groups.

CLINIC DIRECTOR AND TRAINING DIRECTOR

Dr. Shkedi is the Clinic and Training Director of CARES. She oversees the operations of two NYS-licensed outpatient clinics for children and adults, one for children, adolescents, and adults with developmental disabilities, the other for individuals with mental health issues. Additionally, she is the director of CARES internship and postdoc clinical programs.

STEVEN MILLER, LCSW

HCBS CHIEF OPERATING OFFICER

Mr. Miller is the director of Home and Community-Based Services (HCBS). CARES HCBS provides bilingual and culturally sensitive services to the Asian American and Hasidic communities. Mr. Miller built CARES HCBS and upstate respite programs. He has 10 years of experience working with children and families in OPWDD and OMH programs. Additionally, he was trained in applied behavioral analysis (ABA) theories and previously worked under the New York States Early Intervention program. In 2019, Mr. Miller completed a fellowship at Belle and George Strell Executive Leadership Fellows Program to increase his skills as a leader.

CFTSS CLINICAL DIRECTOR

Mr. Heimowitz is the Clinical Director of the Children and Family Treatment and Support Services Program. This program provides clinical services for children and adolescents in home and community setting such as schools, and youth centers.

Ms. Louie supervises Care Management Services for the Asian community in several of CARES programs, such as Children’s Health Home, OPWDD, Family Support Services, and Family Reimbursement.

MIRYAM SEGAL (1)

DIRECTOR OF HUMAN RESOURCES

Ms. Segal has over 25 years of experience in Human Resources & Finance, with specialties in employee benefits, compliance, operations, compensation, and organizational management. She has worked in a variety of industries including insurance, fashion jewelry, and education. The work at CARES is close to her heart as one of her adult children has special needs. She volunteers on a regular basis in the community. Since 2007, she has run an organization giving school uniforms to children in need in her community.
